Open Letter Calling on Governments to Apply a Gender Lens to COVID-19 Preparedness, Response, and Recovery

The Deliver for Good Campaign and over 700 organizations from across 100 countries are calling on governments to apply a gender lens and put girls, women, and gender equality at the center of COVID-19 preparedness, response, and recovery.

The unprecedented global scope and scale of the COVID-19 pandemic is a vivid reminder of the interconnected, interdependent realities of our world. Now, more than ever, the importance of uniting ꟷ across sectors, issues, and generations ꟷ to build a healthier, more gender-equal future is clear.

As a network of more than 500 supporting organizations, with global reach and influence in more than 50 countries, the Deliver for Good Campaign works to place a gender lens on the Sustainable Development Goals (SDGs) to power progress for all. A gender lens is vital for effective COVID-19 response and recovery efforts that are grounded in human rights and pave the way to a more inclusive, resilient, and sustainable future for all. The SDGs provide a powerful roadmap for COVID-19 recovery, and the Beijing Platform for Action provides a strong mandate that the United Nations (UN) and governments must honor as we mark its 25th anniversary.

Our collective effort to apply a gender lens to COVID-19 is key not only to an effective response but also to progress in the long term, across every measure of development. A gender lens helps ensure that policies, programs, and investments respond to specific risks, vulnerabilities, and challenges faced by girls and women — in all their diversity, in all settings — so that no one is left behind. A gender lens reflects that more men than women die from COVID-19, but girls and women face unique risks of contracting the virus, and the pandemic will have distinct and compounding long-term implications on the safety, wellbeing, and livelihoods of girls and women. A gender lens reinforces girls and women as agents of change and leaders on the frontlines, and helps ensure that girls’ and women’s unique expertise and solutions to the COVID-19 pandemic come to the forefront. A gender lens is key for ensuring girls’ and women’s equal representation in leadership and decision-making in every aspect of the emergency response and recovery efforts, including in re-imagining the world’s health, social, economic, and governance systems for the future. Critically, a gender lens can help drive accountability, and hold our institutions and governments responsible for commitments to gender equality.

We are heartened to see the ways in which the UN and global decision-makers have begun to build a strong multilateral response and recovery effort. We welcome the UN’s coordination of response and recovery funds, the release of the ‘Shared Responsibility, Global Solidarity: Responding to the Socio-Economic Impacts of COVID-19’ Report’, ‘Policy Brief: The Impact of COVID-19 on Women’, and UN Secretary General António Guterres’ video message on Women and COVID-19.

We call on the UN and national government leaders to commit both in words and action to placing gender equality and girls’ and women’s health, rights, and wellbeing at the heart of all COVID-19 normative guidance, programs, and investments and by applying a gender lens, including a gender marker, to all efforts.

To ensure that girls, women, and gender equality are at the center of COVID-19 preparedness, response, and recovery, we call on governments to take the following actions:

  • Apply a gender lens in all guidance, programs, and investments related to COVID-19
    • Include a gender facility or gender and age marker in all policy and funding vehicles for COVID-19, as well as future development, health, and economic packages.
    • Collect, analyze, and leverage sex- and age-disaggregated data. Disaggregated data are critical to drive policies that benefit all and ensure accountability for inclusive, representative implementation.
    • Apply best practices in gender budgeting, analysis, and auditing to drive accountability for mainstreaming gender equality in COVID-19 response and recovery.
    • Partner with and fund local organizations — including local women’s groups and youth-led organizations —to ensure that response and recovery efforts are grounded in human rights.
    • Meet the contexts, needs, and priorities of each unique setting and constituency to ensure funds are flexible and embedded in ‘trust-based’ grant-making principles.
  • Guarantee inclusive and diverse representation in decision making and leadership for COVID-19 response and recovery
    • Ensure that women are equally represented and heard in governance and decision-making processes related to COVID-19 response and recovery. Women — in all their diversity — in leadership and decision-making positions drive more inclusive, resilient, and sustainable policy outcomes.
    • Guarantee space for meaningful engagement of civil society and safeguard freedom of expression for groups that do not traditionally have a seat at the table, such as human rights and gender equality advocates, LGBTQIA+ organizations, youth organizations, organizations representing older persons, disability rights organizations, humanitarian organizations, and grassroots organizations. This is especially critical as the political and economic space for civil society is shrinking around the world.
  • Uphold girls’ and women’s human rights in health — as providers and recipients of care
    • Safeguard girls’ and women’s essential sexual and reproductive health and rights (SRHR), as well as their access to services, supplies, and information. Do not let emergency response be used to divert resources or justify targeted restrictions or regulations that limit access to SRHR. As countries’ health systems strain during crisis, essential women’s health services like access to contraception, prenatal and maternal care, and safe abortion are often the first to be deprioritized, which, as we have seen in past health crises, can result in both short-term and long-term implications, including increased numbers of maternal deaths.
    • Expand investments in health worker retention and recruitment. Ensure health workers have access to safe and decent working conditions and are properly trained, resourced, paid, and supported to respond to the pandemic while also protecting their own physical and mental wellbeing. Women represent 70 percent of the health workforce globally, and frontline workers’ safety and wellbeing must be central to COVID-19 response and recovery.
    • Recognize that health extends far beyond the health system, and enact policies to ensure people at all income levels have access to essential resources, including clean water, food, transportation, and housing as a basic right.
    • Commit to coordinated, sustainable, long-term funding for health systems strengthening that applies a gender lens to disease detection, prevention, and treatment, and work with governments to support the provision of comprehensive primary healthcare and universal healthcare systems.
  • Maintain and expand critical gender-based violence (GBV) services and interventions
    • Designate GBV prevention and response services as ‘essential,’ and ensure that women’s centers, shelters, domestic violence helplines, legal aid, and other critical services continue to operate and expand where needed.
    • Guarantee first responders, healthcare workers, and police departments are continually trained to recognize, prevent, and respond to girls and women at risk of or experiencing violence.
    • Ensure that comprehensive sexual and reproductive health services are provided to girls and women experiencing GBV, including emergency contraception, safe abortion care, and psychosocial support.
    • Guarantee that those who are responsible for protecting the public — such as police officers — are not perpetrating violence as they enforce public health and safety measures, such as quarantines and curfews related to COVID-19.
    • Hold perpetrators of violence accountable by enforcing legal protections and justice for survivors.
  • Ensure sustained, equitable, and quality education during and after the COVID-19 pandemic
    • Provide a clear pathway for children and young people to re-enter education systems, as current school closures can exacerbate gender inequalities, especially for the poorest girls and adolescents who face a greater risk of early and forced marriage and unintended pregnancy during emergencies.
    • Establish systems to keep all girls and adolescents engaged in learning during school closures (via radio programming, free internet access, or other methods) and for those out of school. Many girls and adolescents face more challenges accessing education and balancing school and home responsibilities, which can lead to girls and adolescents falling behind, as well as increased dropout rates.
    • Provide adolescents and young people with in and out of school comprehensive sexuality education programs that connect them with sexual and reproductive health services that are free, accessible, age-responsive, nondiscriminatory, and do not require third-party authorization during and after the COVID-19 pandemic.
  • Support economic justice and resiliency for women
    • Apply a gender lens to economic stimulus and recovery policies and packages, including financial support for all workers in the formal and informal economy; moratoriums on rent, mortgage, and loan payments; access to paid sick leave, paid child and family care, and parental leave; unemployment payments, food vouchers, and food distribution programs systems; and protect women from the loss of land, housing, and other assets.
    • Implement social policies and programs across sectors to change gender dynamics and redistribute unpaid care within households, including subsidized support for community care cooperatives and corporate guidelines.
    • Offer financial support measures that include a focus on micro and small businesses and cooperatives, where women entrepreneurs are relatively more represented. Women are the majority of temporary and low-paid workers globally, and often operate as part of the informal economy. They are projected to experience the greatest financial losses as a result of the pandemic.

About the Deliver for Good Campaign

The Deliver for Good Campaign is an evidence-based advocacy campaign made up of more than 500 supporting organizations that calls for better policies, programming, and financial investments in girls and women. We are a network of partners united in a shared commitment to advocate for gender equality. Together, we are building a movement fueling concrete action and implementation of the Sustainable Development Goals (SDGs) with a gender lens at global and national levels to power progress for all.
